Job Summary

The Community Reinvestment ("CRA") Program Manager is responsible for supporting and helping grow Comenity Capital Bank's CRA Program, owning particular program elements, and may have CRA duties assigned related to sister bank, Comenity Bank, located in Wilmington, DE (both Limited Purpose institutions). This position manages data collection, analysis and development of key regulatory and compliance management reports, documentation, and dashboards. This position is responsible for preparing presentations, coordinating community and associate volunteer events, benchmarking peer bank performance for compliance with the CRA, staying current on associated trends, and assessing community needs. This position also assists the CRA Officer in community outreach and establishes, participates and maintains relationships with community based, charitable, and non-profit organizations. The ideal candidate develops and implements innovative volunteer and grant programs, as well as helps identify qualified investment opportunities, to ensure the Banks meet the needs of their communities and attain CRA compliance goals.
Job Description

Essential Job Functions:

Executes key elements of the Annual CRA Plan - Lead compliance of the CRA Service (volunteer) Test. Create innovative community engagement opportunities for the Bank, including but not limited to service related activities. Document and report associate engagement in qualifying volunteer activities per regulatory standards. Coordinate the grant making process of CRA qualifying charitable donations. Review incoming grant requests, develop unique program opportunities for the Bank's funds, make recommendations to CRA Officer and CRA Committee, facilitate deployment of funds, manage annual budget, and maintain accurate records. Assess, research, and report to CRA Committee ongoing community needs and demographic trends of the stated assessment area(s) to continuously inform Bank Leadership of potential CRA Plan adjustments and help keep the Bank's performance context current. Interface with community groups to validate the needs of the assessment area(s).

Manage components of the Bank's CRA Goals and Reporting of overall Goals - Partner with CRA Officer in preparing for CRA Committee and Board Meetings, including preparation and analysis of reports and dashboards with key CRA program indicators and trends. Partner with affiliate teams to track and report CRA qualifying volunteer work and charitable donations nationwide. Develop compelling summary stories on the Bank's community engagement and report as necessary to CRA Committee and for use at Bank Townhall meetings. Maintain the CRA Public File. Stay current on the CRA regulation, know the Q&A's, and monitor early warning signs. Be an ambassador of information to fellow associates and senior leaders, including delivering CRA training.

Manage Regulatory and Examination Documentation - Work with CRA Officer to be "exam ready" with current self-assessments, performance context, needs assessment, etc. Document CRA related activities and assist in preparation of audits/examination of the program, including procedures. Maintain thorough and complete documentation of service, grants, and community development investments/loans including the purpose, area benefitted, and outcomes. Assist CRA Committee as needed to maintain accurate minutes of Committee meetings.

Build relationships in the community - Conduct CRA-related site visits/assessments as assigned. Attend CRA-related training and round tables offered by regulatory agencies and/or industry associations to stay up to date on regulatory changes. Utilize these trainings as best practice gathering opportunities and industry research to be reported to CRA Committee. Serve and actively participate on at least one non-profit board, or community task force. Represent CRA Officer and the Bank's CRA Program as needed.

Other Duties as Assigned - Lead the coordination of special projects and/or segments of the Bank's CRA Program. Assist in the aggregation of lending data, preparation, and filing of annual CRA Data Report with Federal Reserve Bank. Geocode activities and pull U.S. census data as needed. Partner as needed with ADS Corporate Responsibility team on initiatives (e.g. fair and responsible banking, financial literacy programs, etc.). Demonstrate outstanding verbal and written communication skills when working with internal and external partners.

Working Conditions/ Physical Requirements: Normal office environment, some travel may be required.

Minimum Qualifications:

Bachelor's Degree or equivalent experience in Business, Compliance, Finance, Accounting or other business-related curriculum

Fiveor more years in banking

Preferred Experience:

Seven or moreyears experience working on CRA related projects, compliance, and/or professional non-profit community based leadership

Bachelor's Degree (Required)
